Amendments/Modifications to the FY2020-2023 Transportation Improvement Program
MDOT is requesting the following amendment/modifications the FY2020 Transportation Improvement Program. These changes are related to the recently announce Rebuilding Michigan Program and will not impact any local projects.
Additionally, MDOT is requesting to increase the budget threshold for the Trunkline Road general program account (GPA), which includes preventative maintenance projects. Two projects have been added to the GPA - one area-wide asphalt crack treatment project and one concrete joints resealing project. The previously federally approved threshold was $1,265,001 and the new threshold request is $2,430,003.
Finally, staff on behalf of the TPSG Subcommittee, Tech Committee, Grand Rapids, OCRC, KCRC, and Kentwood are requesting to modify the funding split on three FY2020 projects and one FY2021 project as a result of additional allocations of STP-Urban and State-EDC funding.
At the TPSG meeting, which took place on March 4, 2020 the Subcommittee was tasked with discussing and making a recommendation regarding additional available FY2020 funds in the STP-Urban and State EDC funding categories resulting from updated allocation information from MDOT. The amounts of additional federal/state funds are listed below.
STP-Urban: $144,953
State EDC: $113,136
The STP-Urban funds must be obligated within this fiscal year, so one option that was discussed to accomplish this would be to increase the federal funding for one or more existing FY2020 STP-Urban projects that have not been obligated yet. State-EDC funds are a little more flexible and can be carried over more easily through coordination with MDOT.
After robust discussion, the TPSG Subcommittee recommended the following actions, which were also affirmed and recommended by the Technical Committee at their March 4 meeting:
STP-Urban
1/3 or $48,317.67 to be added to the City of Grand Rapids’ FY2020 Lake Drive SE (Atlas to ECL) resurfacing project
2/3 or $96,635.33 to be added to 1 or both of OCRC’s unobligated projects. OCRC subsequently followed up and elected to add it all to their FY2020 Riley St (32nd Ave to 8th Ave) resurfacing project.
State EDC
$80,000 to KCRC for their FY2020 84th St (Division Ave to Eastern Ave) Reconstruct to 3-Lanes project
$33,136 to Kentwood’s FY2021 32nd St SE (Breton Ave to Shaffer Ave) widening project
